Frame rates are used quite weirdly throughout motion graphics. Most animations are rendered out at a frame rate of 24-25fps and in some cases all the way up to 60fps because those are the standards.
However, the frame rates of certain aspects of the motion graphic may be different stylistically speaking. For example an animated texture might be a different frame rate to the actual motion of the piece. It may be animated at a slow rate because if it was higher, it would be flickering and viewers wouldn’t be able to take in the details.
This could also be the same for animations as well as there might be a decision to lower the frame rate to achieve a certain feel or look.
It can be used in more complicated pieces to achieve a certain feel, for example in Spider-man into the spiderverse, Miles is animated at a lower frame rate in places to show how inexperienced he is, and use of changing the frame rate shows this.
Use: Change the frame rates to achieve a certain look or feel to the piece, usually hand drawn. The higher the frame rate, the faster and smoother the video will be.
